Fiscal Intermediary Services
A fiscal intermediary allows people who need long-term care more options and control over their services. A fiscal intermediary is a flexible solution for many families.

1. Fiscal Conduit Model – The Fiscal Conduit model provides great flexibility and self-guidance. With this model, the responsibility falls on the Common Law Employer to manage business in the household such as: directly paying support workers, vendors and managing or purchasing the management of your own payroll-related tasks. It is the responsibility of Morning Star Financial Services, as your FSE, to reimburse you for documented payments made after the services are rendered.
2. Vendor Fiscal/Employer Agent Model (Payroll Agent) – In the Vendor Fiscal/Employer Agent model, the consumer or the consumer’s representative is the Common Law Employer. Morning Star Financial Services is not the employer but instead is your agent to provide administrative support. This includes payment to your employees, payment of payroll taxes, processing of employment related information and record keeping.
3. Agency with Choice – The Agency with Choice model offers the most support to consumers or families who want to direct their own services. Under this model, Morning Star Financial Services is the Common Law Employer, and the consumer is the managing employer. This is a dual employer arrangement which allows you to recruit, screen, hire, train, supervise and evaluate your employees. You set their wages and mileage reimbursement rate when you set your individual budget. You will also be responsible for obtaining and verifying all of the employees’ paperwork, timecards and expense reimbursement requests. While you can decide you no longer want to have an employee work in your home, we actually discharge the employee from our employment because we are the Common Law Employer. We carry the necessary insurances—including liability and worker’s compensation—and will also assist and advise you with employment related issues.
